SECTION I. SOLID WASTE AND RECYCLING
INTRODUCTION
The ability to reduce the amount of solid waste in a community is an
on-going task for public officials and private citizens. Finding the best possible means to reduce,
reuse, and recycle solid waste in Lee County will continue to be an important
priority in the years to come. This
section provides current information of how this effort is done among the
incorporated communities of Lee County.
Franklin
The town does not have a garbage collection service, but Waste
Management comes in and picks up the garbage for residents who wish to pay
for the service. The landfill the
community uses is GRRWA in Fort Madison.
The City is just now developing a recycling program and is having a
recycle trailer made. There will be
no charge to residents and it is totally optional for the residents.
Montrose
The community contracts with Kohlmorgan Hauling and disposal is at the
GRRWA facility in Fort Madison. There
are recycling bins located in front of the sewer treatment plant and no
charge. The bins allow for disposal
of paper, glass, tin, aluminum, newspapers, and magazines.
Houghton
Whaley Waste Systems from Mt. Pleasant provides solid waste collection
to the town. The waste is transported
to the GRRWA facility in Fort Madison.
The City pays for the residence garbage removal and a fee of
$15.00/month per business the remaining balance is paid by the
businesses. Curbside recycling is
offered and collected every other week.
St. Paul
Solid waste is hauled away by Kohlmorgan Hauling to the GRRWA in Fort
Madison. The community currently has
no recycling program in place.
Fort Madison
The City does the pickup of solid waste and disposes of it at the
GRRWA. Recycling has just started in
the town and is paid for out of solid waste collection fees. The service accepts paper, plastics, glass
and cans. The City also provides a
yard waste program for residential customers.
West Point
Five solid waste collectors serve the community of West Point on the
basis of direct contract with the residents.
The collectors currently licensed by the city include Richard Fraise,
Floyd’s E-Z Way Container Service, Kohlmorgan Hauling, Waste Management of
Iowa, and Whaley Waste Systems. These
collectors have been servicing the city residents and businesses in an
efficient manner for many years without any complaints. The City is currently in the process of
establishing the state mandated unit price basis for solid waste collection
activities. All solid waste collected
within West Point is required to be deposited at the Great River Regional
Waste Authority (GRRWA) landfill facility at Fort Madison. GRRWA is the regional landfill operating
under a 28E agreement.
The GRRWA has a recycle collection trailer in West Point, which is
sited at the City Shop are in the 700 block of Avenue E and is serviced by
City staff. Current materials
accepted for recycling are cardboard, newspapers and magazines, plastics,
tin, and clear glass bottles and jars.
There is no charge for recycling.
Donnellson
The City of Donnellson contracts yearly for the collection of solid
waste. This contract includes a
weekly pickup of garbage, a ‘spring clean up’ and a Christmas tree pickup in
January. Residents pay a base monthly
rate for service, which allows the placement of two garbage units for each
weekly pickup. A garbage unit may be
a plastic bag or a commercial manufactured garbage can with a lid, not to
exceed 33 gallons or 50 pounds.
Anything over the amount allowed must have a Donnellson garbage bag
tab attached in order for it to be picked up. The tags are available at the City Hall and at participating
retailers. All garbage is hauled to
the GRRWA facility in Fort Madison.
The City also provides recycling bins at the City Hall for the
disposal of plastics, newspapers and magazines, cardboard, and clear glass.
