The Lee County Board of Supervisors met on Tuesday, January 10, 2006 at 9:00 A.M., at the North Lee County Office Building in Fort Madison.

 

      Present:  George Morgan, Larry Kruse, Joe Kowzan, Rick Larkin and Bob Woodruff.

 

      All votes unanimous unless otherwise indicated.

 

      Moved by Kowzan, seconded by Larkin, to approve the January 3, 2006, board minutes.  Motion carried.

 

      EMS Director Steve Cirinna presented a Continuity of Government Operations Plan for Lee County prepared by a committee that also included Deputy Auditor Cindy Renstrom, CPC employee Penny Logsdon, Information Technology Administrator Luan Schmitt and Health Department employee Lynn Moser.  Moved by Kruse, seconded by Woodruff, to accept the Continuity of Government Operations Plan for Lee County, Iowa, dated December 2005.  Motion carried.

 

      Moved by Kruse, seconded by Kowzan, to approve the following Resolution:

RESOLUTION #2006-20

RESOLUTION OF THE LEE COUNTY BOARD OF SUPERVISORS

 

WHEREAS, Section 445.16 provides in its material part as follows:

If the Treasurer determines that it is impractical to pursue the collection of the total amount due through the tax sale and personal judgment remedies, the treasurer shall make written recommendation to the board of supervisors to abate the amount due.  The board of supervisors shall abate, by resolution, the amount due and direct the treasurer to strike the amount from the county system.

 

WHEREAS, Lee County Treasurer has recommended the removal of two mobile homes as described on the attached letter dated December 1, 2005 with the mobile homes being described as dilapidated with the intended use being that the homes will be destroyed or sold as scrap.

 

 NOW THEREFORE, be it resolved that the real estate taxes on the two mobile homes described on the attached letter dated December 1, 2005, be and are hereby abated.  The Treasurer is directed to strike the amount due from the County system.

RESOLUTION #2006-21

 

RESOLVED this 10th day of January, 2006, that Mary Koehler, County Treasurer for Lee County, Iowa, does hereby constitute and appoint Jeanne Cooper as First Deputy County Treasurer; Diana Beach as Second Deputy County Treasurer and Nancy Thorn as Second Deputy Treasurer effective January 10, 2006 to November 7, 2006, unless sooner revoked or when said First and Second Deputy County Treasurer’s ceases to perform the above such duties.

     RESOLVED this 10th day of January, 2006, to hereby re-appoint Deb Herold to the Lee County Board of Health for a 3 year term commencing January 3, 2006 to January 2, 2009.

      Moved by Woodruff, seconded by Kruse, to retain the Fiscal Year 2006 mileage rate reimbursement of 37 cents per mile for Fiscal Year 2007.  Motion carried.

 

      Moved by Morgan, seconded by Kruse, to approve the following part-time new hire for the Sheriff’s office: Caleb Cain, Dispatcher/Correction Officer, $10.82/hr., effective 1/3/06.  Motion carried.

 

      New business:  Supervisor Kowzan is attending a 4:00 P.M. meeting on this date in Argyle with the Argyle Sanitary District leadership and the Southeast Iowa Regional Planning Commission.  He indicated the cost of administrative services by RUSS will be at a higher fee due to Lee County being the only county out of eleven to not become a member.

 
      Commission and Committee reports:  Chairman Morgan attended a Fire Chiefs’ meeting in West Point and will be attending a Lee County Economic Development meeting.  Supervisor Kowzan will be attending a Geode RC&D meeting.

 

            Moved by Kruse, seconded by Kowzan, to approve the claims for payment.  Motion carried.

 

      Approved Lee County Sheriff Forfeited Money Accounting System Report for the period July 1, 2005 through December 30, 2005, South Lee County Auditor’s Report of Fees Collected for the quarter ending December 31, 2005.

 

Approved the Treasurer’s Semi-Annual Report for the period July 1, 2005 through December 31, 2005.
