2006 The
Lee County Board of Supervisors met on Tuesday, May 9, 2006 at 9:00 A.M., at
the North Lee County Office Building in Fort Madison. Present: Joe Kowzan, Rick Larkin, George Morgan, Larry Kruse, and Bob
Woodruff. All votes are unanimous unless otherwise
indicated. Moved
by Kowzan, seconded by Kruse, to approve the Tuesday, May 2, 2006 board
minutes. Motion carried. Moved
by Kruse, seconded by Larkin, to allow Lee County Engineer Dennis Osipowicz
to Implement Article 4 Sections 3, 4 & 5 of the Administrative Unit Contract
regarding an open position in the Engineer’s Office. Motion carried. There
were no Citizen Comments, Questions or Concerns. Moved
by Woodruff, seconded by Kruse, to table a request from County Treasurer Mary
Koehler to lift the hiring freeze to allow her to hire one full-time clerk
for the purpose of replacing a vacancy, until the Board can have an analysis
of the Driver’s License operation. Woodruff-aye, Kruse-aye, Kowzan-aye,
Larkin-nay and Morgan-nay. Motion carried. Moved
by Kowzan, seconded by Kruse, to table a resolution for Amended
Appropriations for FY2006 until the June 13, 2006 Board meeting. Motion
carried. Moved
by Kowzan, seconded by Larkin, to approve the Self-Funded Insurance Premium
Rates for FY2007. Motion carried. Moved
by Kowzan, seconded by Larkin, to approve the Binder Agreement with Wellmark
Blue Cross and Blue Shield for Health Care Coverage for FY2007. Motion
carried. Moved
by Kruse, seconded by Larkin, to approve an Interfund Operating Transfer of
$500,000.00 from Rural Basic Fund to Secondary Roads Fund. Motion carried. Received
and filed the following Transfers of Funds as Budgeted-Assessor Funds:
$8,737.50 from County Assessor FICA Fund to County Assessor Exp. Fund;
$6,567.50 from County Assessor IPERS Fund to County Assessor Exp. Fund; and
$44,579.50 from County Assessor Revaluation Fund to County Assessor Exp.
Fund. New
Business: Supervisor Kruse gave an update on the Jail Committee. The
Committee is recommending that Hanson & Assoc. of Houghton, Iowa attend
the next Jail Committee meeting. After discussion by the Board, it was
decided that other engineering firms in Lee County be contacted to see if
they would be interested. Commission/Committee
Reports: Supervisor Kowzan attended a R.U.S.S. meeting. Moved by Kowzan, seconded by Kruse, to
approve the claims for payment. Motion
carried. With
no further action, Chairman Morgan adjourned the meeting at 10:14 A.M. The next meeting of the Board is scheduled
for Tuesday, May 16, 2006 at 9:00 A.M., at the South Lee County Courthouse in
