May 16, 2006 The
Lee County Board of Supervisors met on Tuesday, May 16, 2006 at 9:00 A.M., at
the South Lee County Courthouse in Keokuk. Present: Joe Kowzan, Larry Kruse, George Morgan, Rick Larkin and Bob
Woodruff. All votes are unanimous unless otherwise
indicated. Moved
by Kruse, seconded by Larkin, to approve the Tuesday, May 9, 2006 board
minutes. Motion carried. Moved
by Kruse, seconded by Morgan, to set Friday, May 19, 2006 at 4:00 P.M., in
the County Engineer’s Office as the date, time and place to receive quotes
for special order culverts. Motion carried. Moved
by Woodruff, seconded by Kowzan, to approve the following resolution: RESOLUTION
#2006-43
RESOLUTION OF THE LEE COUNTY BOARD OF SUPERVISORSRESOLUTION ABATING TAXES ON CERTAIN MOBILE HOMES WHEREAS, the
Lee County Board of Supervisors is in receipt of a letter from the Deputy
County Treasurer indicating that it is impractical to pursue collection of
taxes through tax sale and personal judgment against certain mobile homes and
requesting that the Board abate those taxes pursuant to the authority granted
the Board by section 445.16. Accordingly then, based upon the written
recommendation of the Treasurer it is RESOLVED that the amount due as shown on the
attached letter be and is hereby abated and the Treasurer is directed to
strike those amounts from the county system.

Motion carried. There were no Citizen Comments,
Questions or Concerns. However, Chairman Morgan recognized Tri States Radio
correspondent Jason Parrott for winning an Edward R. Murrow award for
Excellence in General Reporting. Moved by Kowzan, seconded by Kruse, to
approve a Service Agreement with Pension, Inc. for administration of the County’s 401K
plan. Motion carried. Moved by Woodruff, seconded by Kruse, to
allow Wellmark Blue Cross and Blue Shield to present a flexible benefits
program to the County Employees. Motion carried. Moved by Morgan, seconded by Woodruff,
to approve the following resolution: RESOLUTION #2006-44 WHEREAS,
a review of the upcoming vacant position of accounting technician II in the
Auditor’s department indicates that one option is to distribute this work
between the Auditor’s department and the Board of Supervisors’ department,
which will reduce overall costs of operation, NOW THEREFORE BE IT HEREBY
RESOLVED THAT
the Board of Supervisors does hereby assign all benefits administration to
the Board of Supervisors’ department effective May 22, 2006 and the Auditor’s
department will continue to perform the remaining payroll function utilizing
staffing available May 22, 2006. Dated

Motion carried. Supervisor Woodruff acknowledged County Auditor Anne Pedersen
for helping the Board in their efforts to trim the budget. Moved by Kowzan, seconded by Kruse, to
approve the following step increases for Secondary Roads: Shane Kirchner,
Mechanic, from Class 3M Step 2 $14.68/hr. to Class 3M Step 3 $15.01/hr.,
effective 5/17/06 and Susan O’Reilly, Engineering Records Manager, from Class
5 Step 2 $12.83/hr. to Class 5 Step 3 $13.21/hr., retroactive back to 1/1/06.
Motion carried. Received and filed the following step
increases for the Health Department: Raegan Swainey, Staff Nurse LPN, from
$12.20/hr. to $12.44/hr., effective 4/25/06; Pat Beall, Companion, from
$7.51/hr. to $7.66/hr. and Home Care Aide, from $9.81/hr. to $10.01/hr.,
effective 3/13/06 and Teresa Gilbert, Nursing and Hospice Director, from
$20.02/hr. to $20.42/hr., effective 4/19/06. Received and filed a Tax Suspension Notice
for property at 224 S. 15th Street in Keokuk. New Business: Supervisor Woodruff
related to the Board that while he fully accepts the concept of a Port
Authority, he has some concerns about the Board signing a resolution to form
the proposed Port Authority. He suggested that a few members of the Board sit
down with the cities of Fort Madison and Keokuk and establish a set of
by-laws to define the structure and operation of a Port Authority. Supervisor
Kowzan echoed Woodruff’s approach. He feels this decision could have
long-term affects on the County. Chairman Morgan agreed with Woodruff’s
statement but noted that the Authority will have to work within Chapter 28J
of the Code of Iowa. He advised the Board to write down any questions they
may have and bring them to the workshop that the Board is having on Friday,
May 19, 2006. Commission/Committee Reports: Supervisor
Kowzan will be attending a Regional Planning meeting in the afternoon of May
16, 2006. Supervisor Kruse attended a Quad County Decat meeting. They
approved a school based mental health program, awarding the contract to
Rescare. Supervisor Larkin will be attending a Community Action meeting the
afternoon of May 16, 2006. Moved by Kruse, seconded by Larkin, to
approve the claims for payment and to include hand written warrant #182972 in
the amount of $100.00 to R&J Quality Decaling for Rental Deposit. Motion carried. With
no further action, Chairman Morgan adjourned the meeting at 10:00 A.M. The Board will hold a workshop on Friday,
May 19, 2006, at 9:00 A.M., at the Pilot Grove Savings Bank Community Room in
Donnellson. The next regularly scheduled meeting of the Board is Tuesday, May
