May 31, 2006 The
Lee County Board of Supervisors met on Wednesday, May 31, 2006 at 9:00 A.M.,
at the North Lee County Office Building in Fort Madison. Present: Rick Larkin, Larry Kruse, Bob Woodruff and Joe Kowzan. All votes are unanimous unless otherwise
indicated. Moved by Larkin, seconded by Kowzan, to
approve the Tuesday, May 23, 2006 board minutes. Motion carried. At 9:02 A.M., Vice-Chairman Kruse opened
a public hearing to adopt an amendment to the current county budget for the
Keokuk Floodwall mandatory term bond redemption in the principle amount of
$1,250,000.00. There were no written or oral comments received by the Board.
At 9:03 A.M., it was moved by Kowzan, seconded by Larkin, to close the public
hearing. Roll call: Kowzan-aye, Larkin-aye, Woodruff-aye and Kruse-aye.
Motion carried. Moved by Kowzan, seconded by Woodruff,
to approve the following resolution: RESOLUTION #2006-52 Resolution-Amendment of Current Budget FY2006 WHEREAS, a Public Hearing has been completed concerning the
Amendment to Current Lee County Budget for Fiscal Year July 1, 2005 - June
30, 2006 in accordance with the Iowa Department of Management guidelines and,
per Iowa Code Section 331.435 Budget Amendment. Exception: Public notice in
weekly newspaper published less than 10 days prior to public hearing. All
others published timely. NOW,
THEREFORE, be it resolved by the Board of Supervisors of Lee
County, Iowa, the Public Hearing is acknowledged and the Amendment of Current
Lee County Budget for Fiscal Year July 1, 2005 – June 30, 2006 as presented
is hereby adopted. Dated
at Fort Madison, Iowa on the 31st day of May 2006. Lee County Board

to approve the following resolution: RESOLUTION #2006-53 Resolution
for Amended Appropriations FY 2006 WHEREAS, Resolution #2006-40,
dated April 18, 2006 must be updated to correctly reflect the adjustments to
appropriations for each of the different county officers and departments for
Fiscal Year July 1, 2005 – June 30, 2006, in accordance with Section 331.434,
Subsection 6, Code of Iowa. NOW,
THEREFORE, be it resolved, by the Lee County Board of Supervisors
to amend Resolution #2006-40 as
stated below:

were no citizen comments, questions or concerns. Moved
by Woodruff, seconded by Larkin, to approve a payment
of $1,321,660.00 to Bankers Trust for the Keokuk Floodwall District Bond
Issue with $681,534.59 being paid out of the TIF funds and with the balance
of $640,125.41 being paid by Roquette America, Inc. through Lee County.
Motion carried. With no further action, Vice-Chairman
Kruse adjourned the meeting at 9:31 A.M. The next meeting of the Board is
June 6, 2006 at 9:00 A.M., at the North Lee County Office Building in Fort
