13, 2006 The
Lee County Board of Supervisors met on Tuesday, June 13, 2006 at 9:00 A.M.,
at the North Lee County Office Building in Fort Madison. Present: Joe Kowzan, Rick Larkin, George Morgan, Larry Kruse, and Bob
Woodruff. All votes are unanimous unless otherwise
indicated. Moved by Larkin, seconded by Kruse, to
approve the Tuesday, June 6, 2006 Board minutes. Motion carried. The Board canvassed the June 6, 2006

approve the following resolution: RESOLUTION
#2006-53
WHEREAS, Section 137.6, Iowa Code empowers the Lee County
Board of Health to make and enforce such rules and regulations not inconstant
with law or with the rules of the State Board as the Board of Health may find
necessary to protect and improve the public health; and WHEREAS,
the Lee County
Board of Health has updated and amended its regulations regarding lead; and WHEREAS,
the Lee County
Board of Supervisors have prior supplemented the Board of Health’s resolution
by passing an identical lead ordinance which is now Title 5, Chapter 3, Lee
County Ordinances; and WHEREAS,
Section
137.6(2)(a) provides that the rules of the Lee County Board of Health shall
become effective upon approval of the Board of Supervisors and the
publication in the newspaper having general circulation of the County. NOW THEREFORE be it resolved by the Lee County Board of
Supervisors that the existing lead ordinance, Title 5, Chapter 3 be repealed
and pursuant to the adoption by the Board of Health the new Board of Health
resolution be inserted as a new lead ordinance as amending and replacing
Title 5 Chapter 3. Dated this the 13th day of June, 2006 at Fort

questions or concerns. New Business: Chairman Morgan announced
that Judge Joel Kamp is retiring and the Board needs to select 3 laypersons
to serve on a committee to appoint a new magistrate judge. It was decided to
put an ad in the newspaper for interested parties. Commission/Committee
Reports: Supervisor Kowzan attended a R.U.S.S. meeting. The Argyle Sewer
System Project will begin the spring of 2007. He will be attending a
Conservation Board meeting. Supervisor Kruse attended a Jail Committee
meeting. He reported that there is a possibility that the current facility
does not meet current standards and will need to be updated. Received and filed the Minutes of
Meeting of April 25, 2006 and the Keokuk and Fort Madison May 2006 Monthly
Report of the Lee County Commission of Veteran Affairs. Moved by Kruse, seconded by Larkin, to
approve the claims for payment. Kruse-aye,
Larkin-aye, Kowzan-aye, Woodruff-nay and Morgan-aye. Motion carried. With
no further action, Chairman Morgan adjourned the meeting at 10:15 A.M. The next meeting of the Board is scheduled
for Tuesday, June 20, 2006 at 9:00 A.M., at the South Lee County Courthouse
