      The Lee County Board of Supervisors met on Tuesday, September 12, 2006, at 9:00 A.M., at the North Lee County Office Building in Fort Madison.

 

      Present: Joe Kowzan, Rick Larkin, George Morgan, Larry Kruse and Bob Woodruff

 

      All votes unanimous unless otherwise indicated.

 

      Moved by Kruse, seconded by Larkin, to approve the September 5, 2006 board minutes.  Motion carried.

 

      Moved by Kowzan, seconded by Kruse, to approve resurfacing plans for county road J62. Motion carried.

 

      There were no citizen comments, questions or concerns.

 

      Moved by Kruse, seconded by Kowzan, to approve the following resolution:

RESOLUTION #2006-72

 

RESOLUTION OF THE LEE COUNTY BOARD OF SUPERVISORS

COMPROMISING TAXES AND ASSIGNING THE COUNTIES TAX LIEN

 

WHEREAS, the County under the provisions of section 445.16 has the authority to compromise taxes; and

 

WHEREAS, under section 446.21 a tax sale certificate may be assigned; and

 

WHEREAS, Lee County presently has a tax lien against a mobile home titled under the name of Walter Jack Ruble presently located at 5836 Avenue O, Lot 135, and that tax lien prior to September 30, 2006, is in the amount of $738 representing taxes, penalty and interest from the 2003-04 tax year through and inclusive of the present; and

 

WHEREAS, the property in question is a 1985 Duke Crown Royal Mobile Home, brown in color with light trim, approximately 924 square feet, V.I.N. number ZDI11513, Lee County Title number 56-W103667; and

 

WHEREAS, the tax records indicate that the mobile home was sold to Lee County by Scavenger Sale on June 16, 2003; and

 

WHEREAS, Donald R. Holtkamp, 1810 West Point Road, West Point, Iowa, 52656, has offered the sum of $500 for the County’s Scavenger Sale Certificate and tax clearance so that the mobile home may be moved from its present location; and

 

WHEREAS, the Lee County Treasurer has investigated the tax lien and condition of the trailer and recommends that the County accept the offer.

 

NOW THEREFORE BE IT RESOLVED that the Lee County Board of Supervisors in consideration of five hundred dollars ($500) from Donald R. Holtkamp do hereby compromise and assign its scavenger sale tax certificate to Donald R. Holtkamp.  The Treasurer, upon receipt of the $500 is authorized to sign the appropriate release and release any and all presently existing tax liens.

Moved by Kruse, seconded by Larkin, to approve a contract with Ray & Associates Inc. for contract negotiations and other services. Motion carried.

 

Moved by Morgan, seconded by Kruse, to table until the September 19, 2006 Board meeting, an approval of a financial commitment of $1200.00 to the Community Coalition for Rate Fairness until Supervisor Kruse can obtain more information. Motion carried.

 

Received and filed the following step increases for the Health Department: Michele Lozano, Administrative Assistant, from $11.59/hr. to $11.82/hr., effective 8/25/06; Laurie Mullins, Family Support Worker, from $11.66/hr. to $11.89/hr., effective 8/26/06; Jeri Welch, Support Services Coordinator, from $15.06/hr. to $15.36/hr., effective 8/25/06.

 

There was no New Business.

 

Committee Reports: Chairman Morgan and Supervisor Kruse attended a Jail Committee meeting on Monday, September 11, 2006. The next meeting of the Jail Committee will be Friday, October 6, 2006 at 10:00 A.M. at the Sheriff’s Office. Morgan attended a Veteran’s Commission meeting. He stated that the Veteran’s Affairs Office is adequately meeting the needs of Lee County Veterans.

 

     Moved by Kruse, seconded by Larkin, to approve payment of claims.  Motion carried.

 

With no further business, Chairman Morgan adjourned the meeting at 9:23 A.M.  The next meeting of the Board will be Friday, September 15, 2006, at 3:00 P.M., at the North Lee County Office Building in Fort Madison to canvass the September 12, 2006 School Election.
