September 26, 2006 The Lee County Board of Supervisors met on Tuesday, September 26,
2006, at 9:00 A.M., at the South Lee County Courthouse in Keokuk. Present: Joe Kowzan, Rick Larkin, George
Morgan, Larry Kruse and Bob Woodruff All votes unanimous unless otherwise indicated. Moved by Woodruff, seconded by Kowzan,
to approve the Tuesday, September 19, 2006 board minutes. Motion carried. Moved by Kruse, seconded by Kowzan, to
set Tuesday, October 10, 2006 at 9:02 A.M., at the North Lee County Office
Building in Fort Madison, as the date, time and place for a public hearing to
approve amendments to the Lee County Services Management Plan. Motion carried. The Board gave County Engineer Dennis
Osipowicz permission to proceed with the process of rescinding a portion of a
level C road on the Henry County line. Citizen Comments: Dave Ackland,
Farmington, inquired if 255th St was still on the County’s 5-year
road plan. He is concerned about the condition of the road. County Engineer
Dennis Osipowicz said that it is still on the plan. Due to dry conditions the
County has been unable to maintain it properly but will be grading it this
fall. Moved by Kruse, seconded by Larkin, to
authorize on a temporary basis, office space in the Law Library in the South
Lee County Courthouse, for a Public Defender employee. Motion carried. Moved by Woodruff, seconded by Kruse, to
approve a lease agreement with Michael Saltzgaver for County owned farm
property in Croton. Motion carried. Received and filed the following for the
Health Department: Jackie Davis, Promotion, LPN Companion/Home Care Aide,
from $11.15/hr. to $12.32/hr., effective 9/5/06; Angela Kramer, New-Hire,
RN-Staff Nurse, $16.00/hr., effective 9/7/06. New Business: Chairman Morgan stated
that the Board received a letter from County Attorney Mike Short regarding a
resolution authorizing the substitution and appointment of Banker’s Trust as
successor paying agent. Committee Reports: Chairman Morgan
reported on the last Emergency Management meeting. The County adopted a
statement of compliance. There will be an Emergency Drill held at Midwest
Academy on Wednesday, September 27th from 9:00 A.M. to Noon. Morgan
read a letter from the Iowa Department of Economic Development stating that
Lee County had received a block grant in the amount of $584,000 effective
June 20, 2006. Supervisor Larkin attended a Workforce Development meeting.
They chose 2 people from Lee County to serve on the committee. Moved by Woodruff,
seconded by Kowzan, to approve payment of claims. Motion
carried. With
no further business, Chairman Morgan adjourned the meeting at 9:42 A.M. The next meeting of the Board will be
Tuesday, October 3, 2006, at 9:00 A.M., at the North Lee County Office
