      The Lee County Board of Supervisors met on Tuesday, October 17, 2006, at 9:00 A.M., at the South Lee County Courthouse in Keokuk.

 

      Present: Rick Larkin, Larry Kruse and Bob Woodruff

 

      All votes unanimous unless otherwise indicated.

 

      Moved by Woodruff, seconded by Larkin, to approve the Tuesday, October 10, 2006 board minutes.  Motion carried.

 

      The Board presented the County’s initial proposals for the Administrative, Sheriff’s and Secondary Roads Bargaining Units to P.P.M.E. Business Representative Randy Schultz.

 

      Moved by Larkin, seconded by Woodruff, to approve plans for a bridge replacement on Wirtz Lane, Project #BROS-CO56(55)- - 8J-56. Motion carried.

 

      Upon recommendation of County Engineer Dennis Osipowicz, it was moved by Larkin, seconded by Woodruff, to approve the following resolution:

 

RESOLUTION #2006-76

WHEREAS, the Lee County Board of Supervisors is empowered under authority of Section 309.57 of the Code of Iowa to classify Secondary Roads on the area service system to provide for a reduced level of maintenance on some of these roads, and

 

      WHEREAS, the Board of Supervisors, after consultation with the County Engineer, has classified the area service system into three (3) classifications, termed Area Service A, Area Service B and Area Service C, and

 

      WHEREAS, the Board of Supervisors, after due process, designated certain road segments to be classified Area Service B and Area Service C which are to receive a lower level of maintenance, and

 

      WHEREAS, the Board of Supervisors, after receiving additional information concerning the use and signing of a certain Area Service C road and after consulting with the County Engineer, intends to establish an Area Service A road as described as follows:

 

A portion of Lee Henry Street being more particularly described as commencing at a point 0.10 miles west of the Northeast Corner of the Northwest Quarter of Section 5, T69N, R5W of the 5th P.M., Pleasant Ridge Township, Lee County, Iowa, thence Westerly 0.26 miles.

 

      NOW, THEREFORE BE IT RESOLVED by the Lee County Board of Supervisors that a public hearing be held in the North Lee County Office Building, 933 Avenue H., Fort Madison, Iowa, on November 14, 2006, at 9:02 a.m., at which time all interested persons will be given an opportunity to be heard on the proposed establishment of an Area Service A road as described above.

 

      Passed and approved this   17th     day of    October       , 2006.

      Citizen Comments: Bob Abel, Fort Madison, commented on the positive improvements done on Croton Road.

 

      New Business: Supervisor Woodruff stated that he had received requests from county residents to determine the impact on the County’s financial situation if the Bargaining Units receive the amounts they are requesting.

 

      Committee Reports: Supervisor Larkin will be attending a Community Action meeting.

 

      Moved by Woodruff, seconded by Larkin, to approve payment of claims.  Motion carried.

 

      Received the South Lee County Auditor’s Report of Fees Collected for the quarter ending September 30, 2006.

 

      Received the North Lee County Recorder’s Report of Fees Collected for the quarter ending September 30, 2006.

 

With no further business, Vice-Chair Kruse adjourned the meeting at 9:20 A.M.  The next meeting of the Board will be Tuesday, October 24, 2006, at 9:00 A.M., at the South Lee County Courthouse in Keokuk.
