December 19, 2006 The Lee County Board of Supervisors met on Tuesday, December 19,
2006, at 9:00 A.M., at the South Lee County Courthouse in Keokuk. Present: Joe Kowzan, Larry Kruse, George
Morgan, Rick Larkin and Bob Woodruff All votes
are unanimous unless otherwise indicated. Moved
by Kowzan, seconded by Kruse, to approve the Tuesday, December 12, 2006 board
minutes. Motion carried. Moved
by Kowzan, seconded by Larkin, to approve posting according to Article Four,
Sections Three, Four and Five of the Administrative Union Contract for one
full-time employee for the Lee County Treasurer’s Office. Motion carried. Held
a discussion with Lee County Emergency Management Commission Administrator
Steve Cirinna regarding the budgeting process for his department. The Board
encouraged Cirinna to contact Lee County Attorney Mike Short for
clarification of the Iowa code pertaining to this process. Moved
by Kruse, seconded by Woodruff, to approve posting according to Article Four,
Sections Three, Four and Five of the Administrative Union Contract for one
full-time Job Foreman for the Lee County Secondary Roads Department. Motion
carried. Lee
County Engineer Dennis Osipowicz informed the Board that the county’s Farm to
Market Fund is at a deficit and that future road projects could be put on
hold due to new restrictions on Farm-To-Market fund borrowing. Citizen
Comments: Vern Meierotto and Roger Fullenkamp, West Point, presented the
Board with a report on the South Park Expansion Project. They asked the Board
to provide a letter of support for the project, to accompany letters of
support from other entities, in order to obtain a CAT Grant. The matter will
be included on the December 27th meeting agenda. Brad Thompson,
Keokuk, showed pictures of 348th St. along River Road that is
washing away and very difficult to enter or exit. Chairman Morgan told
Thompson to contact Lee County Engineer Dennis Osipowicz. Carol Mardis,
Keokuk, wanted an update from the Board on the status of her application for
the Economic Development Director position. Supervisor Woodruff explained
that the Board has not advertised the position yet and that they are still
unsure of the role they will take in the Economic Development Board. Moved
by Kowzan, seconded by Kruse, to approve the third reading of the Lee County
Ordinances. Motion carried. Moved
by Kruse, seconded by Larkin, to approve the following resolution: RESOLUTION
#2006-100
Resolution
of the Lee County Board of Supervisors Approving the Lifting of a Hiring
Freeze to Allow the Lee County Attorney to Hire One (1) Temporary Part-time
Legal Secretary WHEREAS, the Lee County Board of Supervisors approved
a hiring freeze for Lee County Iowa government (excluding Commissions and/or
Compensated Boards) from August 8, 2006 to July 3, 2007; and WHEREAS, the Lee County Board of Supervisors will
consider specific requests from Department Heads for exceptions on a case by
case basis; and WHEREAS, the Lee County Attorney is requesting
such an exception to hire one (1) temporary part-time Legal Secretary, and WHEREAS, the Lee County Board of Supervisors
believes that it would be appropriate to approve the Lee County Attorney’s
request. NOW THEREFORE, be it resolved that the Lee County Board
of Supervisors approves the lifting of the hiring freeze to allow the Lee
County Attorney to hire one (1) temporary part-time Legal Secretary. Dated at Fort Madison, Iowa on
