Regular Commission Meeting
March 27, 2002 Minutes
A meeting of the Great River Regional Waste
Authority Commission was held
Wednesday, March 27, 2002, at the Authority
offices, 2092 303rd Avenue, Fort
Madison, Iowa.
The following Commission Members were
present:
Chairman Tracy Vance, Lee County;
Vice Chairman Pat Trueblood, City of Fort
Madison;
Commissioner Susan Dunek, City of Keokuk;
The
following were also present at the meeting:
Mr. Tim Yoder, Business Manager; Mr. Doug Napier, Legal Counsel.
I Meeting Called to Order
Chairman
Tracy Vance called the meeting to order at 6:42 p.m. Chairman Vance entertained a motion to
enter into Rule 2B. Commissioner
Dunek moved to enter into Rule 2B, seconded by Vice-Chairman Trueblood. Motion
adopted by unanimous voice vote.
II.
Approval
of the Agenda
Chairman
Vance called for additions, deletions, or corrections to the agenda.
Commissioner Dunek moved to approve the agenda, seconded by Vice-Chairman
Trueblood. No discussion. Motion
adopted by unanimous voice vote.

Approval of Minutes, February 27, 2002
Chairman
Vance called for additions, deletions, or corrections to the minutes as
presented. Motion by Commissioner
Dunek, seconded by Vice-Chairman Trueblood to approve the minutes. No further discussion. Motion
adopted by unanimous voice vote.
IV. Operations Report
Mr.
Tim Yoder reported to the Commission the tonnage reports for the Landfill and
the Compost Departments for February.
The tonnages for the Keokuk Transfer Station were given and it was
noted tha the City of Keokuk had brought in 7.73 tons of curbside recyclable
into the transfer station in the month of February. The IDNR inspected the landfill and operations in Fort Madison
on March 21, 2002. Shane Dodge from
the IDNR will be sending a report at a future date. One staff member was sent to Landfill Certification Class in
Fort Dodge, Iowa. This staff member
will tentatively be taking the certification exam in April. The Recycling RFP was sent out. Bids will be accepted and opened on April
19, 2002. Grand Funds are available
for Tire Amnesty Days again this year.
The amount of money available for disposal will be approximately $2600
for each Lee and Henry Counties. This
will be the last year for grant funds for disposal of tires through amnesty
days. The Tire Amnesty Days have been
set for May 1st and 2nd in Keokuk, May 10th
and 11th for the Landfill and rural Henry County.

Mr.
Tim Yoder presented the February Financial Statements to the Commission

Legal
Counsel Report
None.
VIII. Action Items
Resolution GRRWA 02-28:
Resolution Approving Expenditures of the Authority. Motion by Vice Chairman Trueblood seconded
by Commissioner Dunek to approve Resolution 02-28. No further discussion.
Motion adopted by unanimous voice vote.
IX. Other Business
Southeastern
Community College and Kjrsten Bobb presented an application for SWAP Funds
through the IDNR for Southeastern Community College. The application is in need of having Form
E filled out by GRRWA.
Chairman
Vance reported that the Administration Building at GRRWA is a polling place
for Washington Township. Last fall an
audit was done on all of the polling places in Lee County for Handicap
Accessibility. There were three items
that are in need of attention at the Administration Building. 1) A designated Handicap Parking
Area. This includes a sign and lines
designating the parking spot. 2) At
the door entrance, there is an offset that is ½” too high. 3) The landing at the front door of the
building is too small. A waiver has
been asked for on the last item. It was
also noted that if the last item has to be remodeled, Lee County would look
at absorbing the costs.
