Great River Regional Waste Authority Regular Commission Meeting March 31, 2004 Minutes A meeting of the Great River Regional Waste Authority Commission was
held Wednesday, March 31, 2004, at the Henry County Board of Supervisors,
Mount Pleasant, Iowa The following Commission Members were present: Chairman, Marc Lindeen, Henry County; Commissioner Steve Ireland, City of Fort Madison; and Commissioner, Bob Woodruff, Lee County. The following were also present at the meeting: Mr. Tim Yoder, Director; Mr Tim Buelow
Barker Lemar; Bob Watson; Ms. Kerry Voelker, TD&T, Lynn Whaley, Eric
Johnson and Sally Johnson. Prior to the meeting being officially opened for business, Board
Members Ireland and Lindeen heard the Director’s Report, TD&T Report,
Barker Lemar Report, and solicited public comments. I.
Meeting
Called to Order Chairman Marc Lindeen called the meeting to order at 5:25 p.m. A Motion was made by Commissioner Ireland, seconded by Commissioner
Woodruff to enter into Rule 2B. No
further discussion. Motion adopted by
unanimous voice vote. II.
Approval
of the Agenda Chairman Lindeen called for additions, deletions, or corrections to
the agenda. Commissioner Woodruff
moved to approve the agenda seconded by Commissioner Ireland. No discussion. Motion adopted by unanimous voice vote. III.
Approval
of March 5, 2004 Meeting Minutes Commissioner Ireland moved to approve the March 5, 2004 Regular
Commission Meeting Minutes as read, seconded by Commissioner Woodruff. No discussion. Motion adopted by
unanimous voice vote. IV.
Public Comments Mr. Lynn Whaley from Whaley Waste Systems requested that someone from
the GRRWA Commission be present at the Whaley Waste Open House, time to be
announced, for the Open House of their Permitted Transfer Station. Mr. Eric Johnson and Mrs. Sally Johnson were in attendance to voice
their concern of an odor problem that they have noticed for the past year to
year and a half. They voiced that
when the wind is out of the south, that an odor described as dead smelling,
is detected around their property that is north of the landfill
property. Staff responded to the
complaint and will check into the odor. V. Commission
Election Results Election Results for the year are Chairman: Marc
Lindeen and Vice Chairman: John Emmett. Commissioner Woodruff brought up discussion that
he would like to see the Chairman position be rotated from the Lee County
standpoint. VI.
Financial
Statements TD&T Ms. Kerry Voelker from TD&T shared with the
Commissioners that everything is going in the right direction. TD&T has now completed a Quarter of
Payroll and is going smooth. There
were no questions for Ms. Voelker. VII.
Barker
Lemar Update Mr. Tim Buelow reported to the Commission that
the Phase 1 Leachate Header Pipe design will be completed soon. Barker Lemar staff is working on the
re-grading of the Phase 1 Landfill with C&D material. The Aerial Map will be completed and sent
to GRRWA. The Barker staff is working
on the Spring Ground Water report that is to be submitted to the IDNR. The Airspace Review survey has been
completed and the density report is still outstanding but will be completed
soon. VIII.
Director’s Report To date, seven RFP’s have been sent out to
companies that have inquired about the hauling contract that is up for bid. A new road in the landfill has been
constructed. This new road leads
trucks to the east side of the region.
Weather permitting; staff will begin constructing the new road into
the landfill at the south end or base of the landfill in region 1. Staff anticipates this new road to be
completed sometime in April. Staff
and the inmate crew have been doing their best to keep up with the litter
around the landfill. The recent windy
days have produced a tremendous amount of litter at the landfill
boundaries. Waupaca Northwoods made a
site visit. The company sent their
Raw Materials Supervisor to look at our equipment and sit down space for
pallets of finished product for next year.
He also gave staff a production model to follow. This model gives staff a daily production
schedule, when to begin bagging on both production lines, and the length of
time each bagging line has to run to meet the quota of bagged materials for
orders of product sold. Henry County
Roads Department has been cutting trees along their Dead End roads in the
county. Staff has worked with the
Henry County Engineer on obtaining this tree waste for the compost. Henry County has been burning the tree
waste and sees the opportunity of putting the tree waste in the compost. Staff has been asked to give a
presentation of the compost operation at their monthly departmental safety
meeting. In February, 92 tons of
recyclables were taken in.
Approximately 131 ton of recyclables were sold. The sold material included Tin Cans, HDPE,
Aluminum, News Print and Cardboard.
Cardboard and Newsparint were at a selling price of $80 and $85 per
ton respectively. Tin Cans were sold
at $100 per ton, HDPE $280 per ton and Aluminum at $945 per ton. The markets for recycled materials are
remarkably high. Traditionally the
high prices for recycled materials do not last long. There are mixed reviews of what may happen
with the prices. Only time will
tell. Hopkirk and Feightner have
given staff the insurance renewal for FY05.
Staff will be going through the information to make certain that the
equipment schedules are up to date and the replacement values of the
equipment at a fair and reasonable dollar figure. Staff has begun the process of updating the GRRWA Safety Policy. The current policy is dated back to around
1990. The safety policy is in dire
need of being brought up to date to meet OSHA requirements as sell as the
insurance carrier’s requirements.
There are many functions that are performed by GRRWA staff that are
not in the safety policy. IX.
Earthly Goods Report None. Resolution
GRRWA 04-33: Resolution Approving
Expenditures of the Authority. Motion
by Commissioner Woodruff seconded by Commissioner Ireland to adopt Resolution
GRRWA 04-33. No further
discussion. Motion adopted by
unanimous voice vote. Mr. Tim Yoder
reported to the Commission that the City of Wayland, Iowa and the City of
Mount Pleasant have expressed interest in changing planning areas to the
GRRWA planning area. Both
municipalities have requested information about GRRWA and the City of Mount
Pleasant has sent a representative to tour the facility. He also reported to the Commission that he
has received a letter from the Des Moines County Regional Solid Waste
Commission’s Attorney, Mr. Jim Brick, which requested Mr. Yoder to not
solicit municipalities that have contractual relationships with the
DMCRSWC. Mr. Doug Napier, Legal
Counsel assured the Commission that Mr. Yoder has not broken any law or
regulation concerning the solicitation of municipalities outside the GRRWA
planning area. Mr. Yoder also
announced that Caterpillar is having Government Days and he has been asked to
speak about the Preventative Maintenance program that has been instituted
with the equipment and give a brief summary of the GRRWA operation. DuPont has provided GRRWA with tonnage
information from 2000 through 2003 that clearly shows that their operation
should have been assessed in the $1060 per month category for the Waste
Management Fee. Commissioner
Woodruff made a motion to collect and adjust the Waste Management Fee from
DuPont at the $1060 per month category that dates from August 1999 to
February 2004, seconded by Commissioner Ireland. No further discussion. Motion adopted by unanimous voice vote. Commissioner
Ireland voiced that he did not know anything about the San Antonio trip for
the SWANA Landfill Gas Conference. He
also mentioned that Commissioner Woodruff also know nothing about it. He did not see why it took five people to
go to the conference and that it was unnecessary. Director Yoder handed out a spreadsheet of the costs for the
Conference Trip. Legal Counsel
Mr. Doug Napier commented that while in attendance at the conference, he
learned about the Air Emission Credits that are available with some of the
large International Banks. He also
commented on the move towards Green Energy and Alliant’s Cost avoidance. Chairman
Lindeen commented that this second attendance of the Landfill Gas Conference
clearly showed that there is little left to learn about the landfill gas
industry. He commented that it is now
time to put the collection system in place and move forward with the project. None. With no
further business before the Commission, Commissioner Woodruff made a motion
to adjourn, seconded by Commissioner Ireland. Motion adopted by unanimous voice vote. Approved
as to form and content as adopted at the May 26, 2004 GRRWA Commission meeting.
