meeting of the Great River Regional Waste Authority Commission was held
Friday, September 26, 2003, at the Administration Building, 2092 303rd
Avenue, Fort Madison, Iowa The
following Commission Members were present: Chairman,
Marc Lindeen, Henry County; Vice Chairman John Emmett, Iowa State Penitentiary; Commissioner Susan Dunek, City of Keokuk; and Commissioner, Bob Woodruff, Lee County. The
following were also present at the meeting:
Mr. Tim Yoder, Director; Ms. Kjrsten Bobb, Barker Lemar; Mr. Wade
Hamm; Mr. Bob Watson and members of the media. I.
Meeting
Called to Order Chairman
Marc Lindeen called the meeting to order at 7:04 a.m. II.
Approval
of the Agenda Chairman
Lindeen called for additions, deletions, or corrections to the agenda. Commissioner Dunek moved to approve the
agenda, seconded by Commissioner Woodruff.
No discussion. Motion adopted by unanimous voice vote. III.
Approval
of August 22, 2003 Meeting Minutes Commissioner
Dunek moved to approve the August 22, 2003 Regular Commission Meeting Minutes
as read, seconded by Commissioner Woodruff
No discussion. Motion adopted by
unanimous voice vote. IV.
Public Comments None V.
Barker-Lemar Update Ms.
Kjrsten Bobb shared with the Commission that eleven surveys have been sent
back to Barker Lemar from municipalities.
Some of the results were shared with the Commission concerning the
levels of recycling options that GRRWA has.
It was noted that cost and convenience of service were repeated with
responses. The percent of recycling
to waste disposal is at 15.49%. This
is an increase from the last calculations that was at 7.51%. The waste tonnage has dropped slightly by
4500 tons. Also Ms. Bobb added that
the leachate level in Piezometer 5 that is at the northwest corner of the
landfill was at 21 feet. The leachate
extraction wells will be tied in next week to the leachate lagoon for both
Phase I and Phase II. VI.
Operations Report The new Mitsubishi fork lift was delivered to the
transfer station on Tuesday September 16, 2003. The new fork lift will help
with dumping recyclable from the City of Keokuk and load baled cardboard. The IDNR Field Office inspected the landfill on Tuesday
September 9, 2003. Upon the
inspection leachate seeps alsong the east hillside were found. A leachate seep that was leaving the
landfill at the southwest corner of the landfill, had been attended prior to
the insprction, however, it was felt that this same area had seeped and left
the landfill in the last year and repairs were not corrective. A large ponding area at the center of the
landfill was also of some concern.
Preliminary response from the Field Office is that the needed repairs
must be completed by November 15, 2003 and GRRWA will be receiving a monetary
fine. The IDNR Field Office inspected the compost operation
while on site September 9, 2003. The
only notation that was made to staff was the lagoon level was too high. If there are any substantial rains it may
overflow. Staff was pumping out of
the lagoon to windrows of material when the inspection took place and is
still continuing to lower the level in the lagoon. The Midwest Old Thresher event went well despite the
rain. Tons of food waste, tons of
manure and tons of wood waste and other organic material was brought to the
compost operation. It was a successful first year event. Staff quickly came up with ideas on how to
improve the collection of the organics for next year’s event as well as
working with other events in the area. Both the Open House for the Compost Site and the Employee
Appreciation Luncheon will have to be rescheduled. Both of the functions will be held in October with dates to
come later. Staff is reviewing the Tier 2 Analysis Summary that has
been completed by Barker Lemar. Staff
is putting a list of questions together for the consulting firm to help
answer questions about the report. Two Equipment Operators will be attending Landfill
Operator Training at the Kirkwood Community College in Cedar Rapids, October
20-23. This training will prepare
them to sit for the Landfill Certification Exam. One new Equipment Operator will be hired in the next two to
three weeks to fill a vacancy that was in the VII.
Earthly Goods Report R
& R Marketing has sold another 300 loads of compost material in the
Missouri and Arkansas region for next season. This has pushed the loads to 600 with R&R Marketing. A major company in the bagged soil
business has approached GRRWA to inquire about potentially bagging soil for
the. This could mean up to 1.5
million bags per year. The company is
looking for a long term relationship and would like to start out slow and
increase production as the relationship matures. The company is also interested in dyed wood mulch. This material could be made and bagged at
a facility in Mount Pleasant and employee the same work force in Henry County
that is employed with the Lee County Works program. VIII.

Action Items Resolution GRRWA 04-08: Resolution Approving
Expenditures of the Authority. Motion
by Commissioner Dunek seconded by Vice Chairman Emmett to adopt Resolution
GRRWA 04-08. No further
discussion. Motion adopted by
unanimous voice vote. Resolution GRRWA 04-09: Resolution Approving Return to Work Policy. Motion by Commissioner Dunek seconded by
Vice Chairman to adopt Resolution GRRWA 04-09. No further discussion.
Motion adopted by unanimous voice vote. Resolution GRRWA 04-10: Resolution Authorizing Authority Director to Enter Into
Agreement with Whaley Waste Systems, Inc.
Motion made by Commissioner Dunek seconded by Vice Chairman Emmett to
adopt Resolution GRRWA 04-10. No
further discussion. Motion adopted by
unanimous voice vote. X.
Executive Session - Personnel Commission
entered into Executive Session at 7:52 A.M. for the purpose of
Personnel. Commission entered back
into Regular Session at 8:35 A.M. XI.
Other Business The
leachate seeps and the issue of not enough cover on the landfill is a
priority for the Director. The
Director was given authority to bring in an outside contractor to complete
the work if needed. A weekly update
of the project will be sent to the Commission. XII.
Board Member Comments Commissioner
Dunek voiced that the Transfer Station is being kept in good shape. Commissioner Woodruff requested that an
Operating Income Statement be shown in the packet. The Capital Expenditures should be extrapolated from the
statement. Chairman Lindeen noted
that the Regular Meeting for October is to be held at the Henry County Board
of Supervisors office in Mount Pleasant.
The date and time is to be determined. Also the office has had a face lift and is looking good. Chairman Lindeen mentioned to the Director
to continue to move in the direction that GRRWA is heading. XIII.
Adjourn With no further business before the Commission,
Commissioner Dunek made a motion to adjourn, seconded by Vice Chairman
Emmett. Motion adopted by unanimous
voice vote. Approved
as to form and content as adopted at the October 31, 2003 GRRWA Commission
meeting.
