RULES AND
REGULATIONS FOR RECYCLING
Curbside
collection of recycling materials is subject to the rules and regulations:
1. Items shall be set out for collection on
the same day as your regular refuse pickup.
2. Recycling items will be collected every
other week according to the printed schedule.
3. Recycling items shall be placed in
translucent bags. (The type of plastic bags that you
receive merchandise in from grocery
stores and other retail outlets.)
4. Items accepted include the following:

5. There are occasions when double pickups of
residential refuse will occur
because of holidays, which will delay
the pickup of recycling materials.
6. Recycling items can also be deposited at
the Great River Regional Solid
Waste Transfer
Station located on 111 Carbide Lane, or at the drop-off trailer
at 12th
and Johnson Street.
RULES AND REGULATIONS
FOR YARD WASTE COLLECTION
The city of Keokuk will collect
yard waste which is placed in specially marked biodegradable paper bags. The bags must say LEE
COUNTY COMPOST BAG or they will NOT
be picked up. These bags are available at City Hall, Wal-Mart, County Market,
Hy-Vee, and Farm & Home Supply. The cost is $.55 each or 10 for $5.00.
The City of Keokuk will NOT pick up yard waste that is in any other type of
container or plastic bag. Yard waste is defined as “organic debris, e.g.,
grass clippings, leaves, bark, flowers, etc. which is produced as part of
yard and garden development and maintenance.” Property owners may take their
yard waste to the Great River Regional Waste Authority Transfer Station,
located off Carbide Lane, at no charge or property owners may compost on
their own property. There will be a
charge on brush and tree trimmings.

CITY OF
KEOKUK – PUBLIC NOTICE YARD WASTE BURNING
City ordinances allow open
burning of yard waste during the month of April and in the fall. The City of
Keokuk discourages open burning and recommends that other alternatives be
implemented. This includes composting, use of mulching mowers and bagging of
yard waste. If you burn you must abide by the rules and regulations
established by the City Council.
Rules &
Regulations
A City Ordinance allowing
burning of yard waste at Keokuk residences during the month of April and from
October 1st through December 15th between the hours of 7:00
a.m. to 7:00 p.m.
Open burning of yard waste
(landscape debris such as leaves, small tree limps, bark, tree seeds, dried
weeds, brush and shrub trimmings) is subject to the Rules and Regulations:
- Open burn days shall be
determined by the Fire Chief. Residents should call 524-3131 to
find out if a day is declared “Open Burn Day”.
- Do not burn within 50 feet of
any structure or vehicle. Exception: Within 25 feet of any structure or
vehicle when the pile size is limited to 3 feet or less in diameter and
2 feet or less in height.
- No accelerants (gasoline,
kerosene, charcoal lighter fluid, etc.) shall be used at start up or
during the burning process. ACCELERANTS
ARE PROHIBITED! If it won’t start without an accelerant it is too
wet to burn!
- A garden hose connected to a
water supply or other suitable approved fire extinguishing equipment
shall be readily available for use at the burn site.
- An adult shall attend
the fire until it has been extinguished.
- Warnings may be issued at the
discretion of the Fire Department. Obvious violations will be issued a
citation.
- Citations will be issued by
the Fire Department. Violators shall be guilty of a simple misdemeanor,
and upon conviction, shall be punished by a fine not to exceed one
hundred dollars or imprisonment not to exceed thirty days.
- Burning is prohibited within
two blocks of Keokuk Schools during regular school hours.
NOTICE
Each
household on the regular city trash pickup schedule will be allowed two (2)
33-gallon containers of trash per week. Any additional containers must be
tagged. The tag shall be placed around the handle of the garbage container or
placed on the surface of the lid. All trash must be placed in metal or
plastic containers with lids.
The tags
may be purchased at City Hall, Farm & Home Supply, County Market, HyVee
and Wal-Mart. The tags are priced at $1.00 each and the minimum purchase is
$5.00.
Special
consideration will be given to the elderly and handicapped. Two additional
containers will be allowed each week at no charge during the two week
Christmas pickup.
The
program is being mandated by the Iowa Department of Natural Resources. You
can reduce your amount of trash by recycling. Recycling materials are picked
up every other week or they may be deposited at the collection sites at 12th
and Johnson Street, or the Solid Waste
Transfer Station located near Carbide Lane.
DOUBLE
COLLECTION OF REFUSE
Because of holidays there are occasions that require a
double collection of refuse.
The dates for double pickup are indicated in red. The
dates with no color means no
pickup of refuse on that day. The arrow points to the day the refuse is not collected.
The double collection dates and
other special notices pertaining to yard waste, recycling, open burning, etc.
will NOT be published in the local newspaper or advertised on the
local radio station. The information WILL be announced on channel 9.
CITY
WIDE CLEANUP
The City Wide Cleanup has been
discontinued. Information will be
made available if the program is reinstated.
