Board of Supervisors
Duties
The Board of Supervisors is composed of five members, elected by districts, with
each serving a four year term. Any vacancy occurring in the Board in the interim
between elections is filled by appointment by a committee of the County Auditor,
Treasurer and Recorder.
The Board is the legislative body of the county and is empowered
to:

Approve compensation for county employees other than elected
officials and, subject to the limitations imposed by the Compensation
Board, approve compensation for elected officials. |

Approve budget proposals of county offices and levy property taxes
to raise revenues. |
 |
Approve applications for beer, liquor and cigarette sales permits
for establishments in the unincorporated areas of the county. |
 |
Approve homestead tax credit applications and military service tax
credit applications. |
 |
Make appointments to non-elective county offices. |
 |
Make appointments to county board and commissions. |
 |
Make official canvass of votes cast in the County for elections. |
 |
Fill vacancies in elective county offices occurring in the interim
between elections except vacancies occurring on the Board of
Supervisors. |
 |
Allow claims against the county and order payment of those claims. |
 |
Enter into contracts in the name of the County for the purchase,
sale or lease of property, including real estate, and for the purchase
of services. |
 |
Require reports of county officers on subjects corresponding with
the duties of their officers. |
 |
Manage all county buildings and grounds. |
 |
Supervise construction and maintenance of the secondary roads
system. |
Regular sessions
of the Board of Supervisors are held at 9 a.m. Tuesday mornings.
The duties of the Board of Supervisors can be found throughout Chapter 331 in
the Code of Iowa.
DISTRICT 1:
Ron Fedler His term for District 1 seat on the Lee
County Board of Supervisors was effective January 2, 2013 and expires January 2,
2017
DISTRICT 2:
Rick Larkin grew up on a family farm located near Ottumwa, Iowa. He
attended Indian Hills Community College where he received an Associate of Arts
Degree. In 1975 he graduated from Iowa State University with a Bachelor of Arts
Degree in Political Science.
Rick has been married to his wife Linda for 30 years. They have three children
who are now grown and one grandson.
Rick has worked for the Department of Corrections at the Iowa State Penitentiary
in Fort Madison, Iowa as a Correctional Counselor for the past 25 years.
Rick’s community activities include membership in the Knights of Columbus, Elks,
Chamber of Commerce and the Fort Madison Convention and Visitors Bureau. He has
served as President of the Fort Madison Jaycees and the Fort Madison United Way
Board of Directors. He currently serves on the Parish Council for the Fort
Madison Catholic Churches.
Rick served on the Fort Madison City Council for three terms from 1980 until
1986. He then was appointed to the Lee County Board of Supervisors and was
subsequently re-elected for two terms. He was elected to the Iowa House of
Representatives in 1993 and completed four terms in office. He was elected back
on the Board of Supervisors in 2004.
His term for District 2 seat on the Lee County Board of Supervisors was
effective January 1, 2005 and expires January 2, 2015.
DISTRICT 3:
Ernest Schiller is a 1971 graduate of Iowa State University and a 1990 graduate
of the University of Iowa.
He taught for 33 years: five (5) years at Harmony High School and twenty-eight
(28) years at Central Lee High School.
He is a member of the Iowa Academy of Science, Iowa Science Teachers Section,
NABT, NSTA, Central Lee Education Association, Geode Education Association, Iowa
State Education Association, National Education Association, AEA #16 Eisenhower
Consortium Committee, Iowa State Science and Technology Fair, Awards Chair for
ISSTF, Southeast Iowa upper-Conference Science Fair and Student Programs for
Iowa Junior Academy of Science.
His term for District 3 seat on the Lee County Board of Supervisors was
effective January 2, 2007 and expires January 2, 2015.
DISTRICT 4:
Gary Folluo is a life long resident of Keokuk along with his wife Nancy and
their two
children, Morgan and Dominick. Their son Tracey resides in Burlington, Iowa. Nancy
is Secretary at Wells Carey Elementary School in Keokuk and Gary is currently
General Manager, Withers Broadcasting of Iowa, KOKX Radio in Keokuk. In 2007 he
was awarded the honor of Employer of the Year by the Business and Professional
Women organization (BPW) in Keokuk.
Gary has served as Mayor of Keokuk and was formerly a Labor Representative with
Local #148 International Union of Operating Engineers. He and his wife also
owned and operated a small business in Keokuk for 11 years. He is a member of Keokuk
Elks Lodge; Keokuk Masonic Lodge; Keokuk Lions Club; member and past Commander
(SAL) Sons of the American Legion; KAABA Shrine member serving currently as
President of Keokuk Fez Club; Board of Directors of Big Brothers Big Sisters;
Vice President of Keokuk Area Hospital Foundation Board; Chamber of Commerce
Ambassador; Farm Bureau member; Keokuk Historic Preservation Commission Board
member and a member of the First Christian Church Choir in Keokuk.
His term for District 4 seat on the Lee County Board of Supervisors was
effective January 2, 2009 and expires January 2, 2017
DISTRICT 5:
Matt Pflug His term for District 5 seat on the Lee
County Board of Supervisors was effective January 2, 2013 and expires January 2,
2017
